TIPP: You can set the game difficulty to easy and the Police to regular to make it more comfortable.
The best way to get this trophy or achievement, start the Election Campaign in Chapter 17 as it starts a 5 star police chase automatically at the end of this Chapter. This Video shows a drive to the docks to hide from the police behind some crates or try to kill the cops in a isolated location. The dock are great for hiding once you killed the officers.
