To get the Queens’s Court, you must have completed “Gateway between Worlds” bounty from Petra, for the Offering to the Oracle.
Go to Divalian Mists (Dreaming City), southwest and make your way to Spine of Keres. Once you go to the Oracle Engine to present the offering, a portal will open up sending you to the Queen’s Court.
