Find a Booblehead
In the north of the map you will find the Black Bear Lounge, go there. Go into the house and then down to the basement, on the desk at the hunting guide you will find the Bobblehead.
This Bobblehead belongs to the category Luck, you get +2 luck for 1 hour if you use them.
